These Terms explain how Wilmer Health provides visa medical certification and supporting visa document services, including structured clinical review of visa medical certificates for UK and US applicants, coordination of UK FCDO Apostille legalisation processes, and facilitation of certified Spanish Sworn Translations where required for visa submission.

Wilmer Health provides services supporting international visa applications, including but not limited to the Spanish Non-Lucrative Visa and Spanish Student Visa for applicants applying through UK and US consulates, and operates within defined clinical, ethical, and information governance frameworks designed to support safe and responsible remote medical certification.

All clinical services operate under the oversight of our Medical Director, Dr Andrew Smith MBChB BSc (Hons) MRCGP. Clinical services are delivered within our structured clinical governance framework, supported by robust information governance controls, safeguarding responsibilities, and principles of independent clinical decision making. We implement identity verification and fraud prevention procedures to maintain the integrity of medical certification and visa documentation processes.

Our services are designed to meet recognised regulatory, professional and data-protection obligations, including UK GDPR, EU GDPR, and internationally recognised healthcare confidentiality standards, including safeguards aligned with HIPAA confidentiality principles. We also apply governance standards consistent with recognised international healthcare data security and clinical quality expectations.

Welcome to Wilmer Health. These Terms of Service (“Terms”) govern your access to and use of our website, services, and visa medical certification processes.

2. Scope of Service Disclaimer

Wilmer Health does not provide emergency medical care, urgent medical treatment, or diagnostic medical services.

If you require urgent medical assistance, you must contact emergency services immediately (999 in the UK, 911 in the USA, or your local equivalent) or attend your nearest emergency department.

Wilmer Health provides structured remote clinical review for visa medical certification purposes only. Our services are limited to remote medical certification based on information submitted by you and do not involve physical examination, diagnostic testing, or ongoing medical management.

Our services are not a replacement for your GP, primary care physician, specialist doctor, or local healthcare provider. Medical decisions relating to your ongoing healthcare should always be made in consultation with your treating clinician.

Clinical decisions relating to visa medical certification are made using principles of independent clinical judgement and in accordance with recognised professional medical standards.

Wilmer Health does not provide immigration advice, legal advice, or visa outcome guarantees. Visa approval decisions are made solely by relevant embassies, consular authorities, or immigration departments, and are outside the control of Wilmer Health.

3. Services Provided

3.1 Visa Medical Certification

Wilmer Health provides visa medical certificates following structured remote clinical review conducted by qualified and appropriately licensed medical doctors, under the oversight of our Medical Director, Dr Andrew Smith MBChB BSc (Hons) MRCGP.

Certificates are issued based on:

All clinical reviews are conducted in accordance with recognised professional medical standards, including principles reflected within the General Medical Council’s Good Medical Practice framework where applicable, or equivalent professional standards set by relevant US state medical boards for certificates issued for applications submitted from the United States. Clinical reviews are performed using independent clinical judgement. Clinical decisions are made solely on the basis of clinical risk assessment and suitability for visa medical certification.

Certificates confirm that, based on submitted information and clinical review, no disqualifying medical risk factors have been identified in accordance with visa medical certification requirements. Certification is provided for visa documentation purposes only and does not constitute a full medical fitness assessment for other purposes.

3.2 Supporting Visa Document Services

Where applicable, Wilmer Health may coordinate or facilitate supporting visa documentation services to assist customers in preparing documentation for visa submission processes. These services may include:

Wilmer Health is not a government body and does not control or influence decision-making by the Spanish Ministry of Foreign Affairs, embassies, consular authorities, or immigration departments. Final acceptance of medical certificates, legalised documents, or translated documentation is determined solely by the relevant visa authority and may vary depending on individual case assessment, consular discretion, and applicable immigration policy at the time of application.

Where third-party specialist providers are used, Wilmer Health facilitates coordination only and does not control third-party service delivery timelines, certification outcomes, or authority acceptance decisions.

3.3 Clinical Review Model

All clinical reviews delivered by Wilmer Health are conducted by qualified and appropriately licensed medical doctors operating under the clinical oversight of our Medical Director.

Clinicians providing services through Wilmer Health are required to hold valid and active medical registration with the General Medical Council (GMC) where practising in the United Kingdom, or hold equivalent registration with the relevant US state medical board where practicing in the United States. All clinicians are required to maintain appropriate professional standing, ongoing professional competence, and compliance with applicable professional regulatory requirements.

All clinical certification decisions are made through a structured remote clinical review model designed to support safe, consistent, and professionally accountable medical certification. Clinical decisions are made independently using principles of independent clinical decision making, ensuring clinical judgement is not influenced by commercial or administrative considerations.

Wilmer Health operates within a structured organisational clinical governance framework designed to support safe and ethical delivery of medical certification services. Clinical services operate in accordance with recognised professional and organisational governance standards, supported by our internal Code of Practice and organisational Ethical Code.

Clinical reviews are conducted in accordance with recognised professional medical standards, including principles reflected within the GMC’s Good Medical Practice, or equivalent US state medical board frameworks.

Wilmer Health maintains internal clinical quality oversight and monitoring processes designed to support ongoing clinical quality assurance and governance monitoring, including periodic clinical review and quality monitoring processes consistent with recognised healthcare clinical governance expectations. Where applicable, we apply professional healthcare accountability principles aligned with recognised Duty of Candour expectations.

4. Clinical Independence and Professional Judgment

Wilmer Health clinicians maintain full professional autonomy and are required to exercise independent clinical judgement in all clinical certification decisions. Clinical decisions are made in accordance with recognised professional medical standards and are guided by clinical safety, patient welfare, and professional ethical responsibilities.

A clinician may decline to issue a medical certificate where, in their professional clinical judgement:

Clinical decisions are final and cannot be overridden by Wilmer Health commercial, operational, or administrative staff. Clinical judgement takes precedence over operational or commercial considerations at all times.

Clinical services are delivered within an organisational framework supported by our professional Code of Practice and organisational Ethical Code, which reinforce the requirement for independent, safe, and ethically responsible clinical decision making. Clinical oversight is maintained at organisational level through Medical Director governance oversight, without interference in individual clinician decision making.

5. Identity Verification and Fraud Prevention

Wilmer Health operates strict identity verification and fraud prevention procedures designed to protect the integrity of medical certification and supporting visa documentation services. These procedures form part of our broader organisational governance standards relating to document authenticity, service integrity, and responsible use of medical certification.

Wilmer Health may also refuse services where there are reasonable concerns regarding misuse of medical certification or supporting documentation in visa or immigration processes.

7. Clinical Governance and Professional Standards

Wilmer Health operates within structured organisational clinical governance and information governance systems designed to support safe, ethical, and professionally accountable delivery of remote medical certification services.

Our clinical governance framework is designed to support clinical oversight, quality assurance, patient safety, and continuous improvement of clinical decision-making processes. All clinicians are required to operate in accordance with recognised professional medical standards and professional regulatory expectations, including principles reflected within recognised international medical governance and professional practice frameworks. Where applicable, clinicians practise in accordance with standards aligned to Good Medical Practice, or equivalent recognised professional regulatory standards within their jurisdiction of practice.

Wilmer Health maintains governance standards designed to support safe, ethical, and professionally responsible delivery of medical certification services, supported by ongoing governance review, quality monitoring, professional accountability processes, and supporting organisational information governance controls appropriate to healthcare service delivery.

8. Information Governance and Data Protection

Wilmer Health processes personal, identity, and medical data in accordance with applicable data protection and confidentiality requirements, including the UK GDPR, EU GDPR, and internationally recognised healthcare confidentiality standards, including safeguards aligned with recognised HIPAA confidentiality principles.

Wilmer Health maintains structured organisational information governance policies designed to support confidentiality, data integrity, controlled access, and secure lifecycle management of medical and identity data used within medical certification services. These controls operate in alignment with our broader organisational clinical and information governance framework and are supported by recognised organisational governance standards relating to healthcare data protection and confidentiality.

9. Payments and Fees

Payments must be made in full at the time of order using secure third-party payment providers. Wilmer Health uses established and industry-standard payment processing platforms to support secure financial transactions. Payment providers currently include Stripe, PayPal, and supported digital wallet services such as Apple Pay and Google Pay.

Wilmer Health does not store or directly process full payment card details and is not responsible for technical failures, service interruptions, or processing delays caused by external payment providers.

We accept all major debit and credit cards, including Visa, Mastercard, and American Express, along with other payment methods supported by our payment providers where available.

All prices are displayed clearly at the point of purchase. Prices may change from time to time but will not affect orders that have already been completed and confirmed.

10. Refund Policy

Refund requests are assessed on a case-by-case basis, taking into account the stage of service delivery, the nature of the request, and the information provided during the certification process. Wilmer Health aims to apply refund decisions fairly, consistently, and in line with responsible clinical and operational standards, using consistent and fair decision-making standards.

Refunds are generally not available once a medical certificate or service has been issued, applied for or delivered, except in circumstances where:

Where an error is identified, Wilmer Health will take reasonable steps to correct the issue, which may include re-issuing corrected documentation or, where appropriate, issuing a refund. Where an error occurs, we aim to correct the issue and communicate transparently with customers in line with professional accountability expectations.

Refund decisions may, where relevant, consider the outcome of the clinical review process and the information provided during certification.

Refunds are not provided where certification refusal or application outcome is affected by inaccurate, incomplete, or misleading information provided by the customer, or where required documentation or identity verification requirements are not met.

Medical certification is dependent on accurate self-reported medical information and supporting documentation. Wilmer Health cannot be held responsible for certificate refusal, visa refusal, or documentation rejection where decisions are made by third-party authorities or where incorrect information was supplied during the certification process.

11. Safeguarding and Legal Responsibilities

Wilmer Health clinicians may disclose relevant information where required by law, regulatory obligation, or public-interest safeguarding responsibilities. This may include circumstances where there are reasonable concerns regarding risk of harm to an individual, risk to vulnerable persons, or where disclosure is required to support public safety or lawful investigation processes.

Any disclosure of information is made using principles of professional proportionality, necessity, and confidentiality. Wilmer Health aims to ensure that only the minimum necessary information is disclosed, and only to appropriate authorised bodies or agencies where legally or professionally required.

Wilmer Health clinicians are expected to balance patient confidentiality with legal and professional safeguarding duties in accordance with recognised professional healthcare standards, including recognised professional standards such as the GMC’s Good Medical Practice, or equivalent US state medical board frameworks. These responsibilities are supported by our organisational Ethical Code, which reflects the ethical duty to protect individuals and public safety.

Where appropriate, Wilmer Health aims to communicate transparently regarding disclosure decisions in line with professional accountability expectations and principles consistent with Duty of Candour expectations.

12. Limitation of Liability

Wilmer Health provides services on a professional remote medical certification and document support basis. Services are delivered using reasonable professional skill and care, based on the information and documentation supplied during the certification process, and are delivered in accordance with recognised professional and organisational standards and our professional Code of Practice.

All professionals involved in the delivery of Wilmer Health services, including medical doctors, sworn translation providers, and document legalisation specialists, are expected to maintain appropriate professional insurance and indemnity coverage relevant to their role and professional regulatory requirements.

Wilmer Health is not responsible for decisions made by third-party authorities or organisations, including but not limited to:

Wilmer Health does not control decision-making processes of embassies, consulates, immigration authorities, or other third-party organisations and cannot guarantee acceptance of medical certification or supporting documentation.

To the maximum extent permitted by applicable law, Wilmer Health’s total liability arising from any service provided is limited to the total amount paid by you for the relevant service.

Nothing in these Terms limits or excludes liability where such limitation or exclusion is not permitted by applicable law.

13. Scope of Medical Certification

Visa medical certificates issued through Wilmer Health are based on the information and documentation submitted by the applicant and are issued following structured remote clinical review conducted by appropriately licensed medical doctors. Certification decisions are made based on independent clinical judgement using the information available at the time of review.

Certification is dependent on the accuracy and completeness of the information provided. Wilmer Health cannot verify information that is not disclosed or is inaccurately reported during the certification process.

Visa medical certification provided by Wilmer Health:

Certificates are issued in accordance with recognised professional medical standards, including recognised professional standards such as Good Medical Practice, or equivalent professional standards where applicable.

Wilmer Health services do not provide emergency medical care or diagnostic medical services. Medical certification is provided solely for visa documentation purposes based on remote assessment.

Embassies, consulates, and visa authorities retain full discretion regarding acceptance of medical certification and visa approval decisions. Wilmer Health cannot guarantee visa outcomes or authority acceptance of documentation.

14. Complaints and Dispute Resolution

Wilmer Health is committed to handling complaints fairly, transparently, and in a timely manner. Complaints may be submitted via our Contact page or by emailing us directly at hello@wilmerhealth.com.

All complaints are reviewed in accordance with internal complaint handling procedures designed to support fair, consistent, and proportionate review. Where complaints relate to clinical matters, complaints are reviewed under Medical Director clinical oversight, currently held by Dr Andrew Smith MBChB BSc (Hons) MRCGP, to ensure appropriate clinical review and professional assessment.

We aim to acknowledge complaints within 5 working days and aim to resolve complaints within 14 working days where reasonably possible. Where additional investigation or clinical review is required, we will keep you informed of progress and expected timeframes.

Where an error or service issue is identified, Wilmer Health aims to address concerns fairly and communicate openly with customers in line with professional accountability expectations.

Wilmer Health uses complaint feedback as part of ongoing service improvement and quality monitoring processes.

15. Intellectual Property

All website content, branding, certification formats, documentation templates, text, graphics, images, and digital materials made available through Wilmer Health remain the intellectual property of Wilmer Health or its licensors unless otherwise stated.

This includes, but is not limited to, medical certificate templates, documentation formats, service descriptions, and website content created for the delivery of Wilmer Health services.

Unauthorised copying, reproduction, modification, distribution, resale, or commercial use of any Wilmer Health content or materials is prohibited except where permitted by applicable law or with prior written permission from Wilmer Health.

Wilmer Health reserves the right to take appropriate action to protect its intellectual property rights and the integrity of its service materials.

16. Communications

Official communications relating to your use of Wilmer Health services will normally be sent to the email address you provide during registration, purchase, or service use. This may include service updates, certification delivery notifications, requests for additional information, complaint responses, and other service-related communications.

You are responsible for ensuring that your contact information, including your email address, remains accurate and up to date at all times. Wilmer Health is not responsible for missed communications, service delays, or delivery failures resulting from incorrect or outdated contact details provided by you.

Where appropriate, communications sent to your registered email address will be treated as delivered once sent, unless we are notified of delivery failure.
